Error 480 means that the service is temporary unavailable. This is usually fixed by the developer or the server admin, you might have just stumbled upon it during a maintenance period.
As you can see on the official web page, in order to register the product, you need to purchase a prepaid calling card from a local Royalcalls agent or reseller. In this way, you will receive a username and password that will help you to register the software.
I installed RoyalCalls softphone but when I call, I can't hear anything.

First you need to check if you are broadcasting sound through microphone. Access the sound panel and make sure that the microphone is configured to pink input hole. Additionally start the local sound recorder and record yourself. The other side must do the same process in order to diagnose the error.
Unfortunately, no. You can use Royalcalls SoftPhone in any country except those that have the VOIP services blocked. They are: China, UAE, Oman, Syria, Turkey, Malaysia, Bahrain, Belize, Iran, Kuwait, Libya, North Korea, Pakistan, Thailand, Tunisia and Vietnam.
